The outdoor areas are open to the sky, so plan for New York weather, which can be cold, windy, and wet outside the summer months.
Every smoking area is landside. If you need a cigarette during a layover, exit through the nearest doors to a curbside area, then re-clear security to get back to the gates. LaGuardia is compact, so the walk is shorter than at larger hubs; re-screening at peak hours is the slow part, which makes it easiest to smoke before you enter security.
