Yes, Singapore Changi Airport (SIN) has designated smoking areas in all four terminals — enclosed indoor smoking areas and open-air garden terraces inside the departure transit halls, so you can smoke after security without leaving the secure zone — plus marked kerbside areas outside every terminal before security. The airport lists every one of them as open at all hours, with seats and ashtray bins, and it keeps the rest of the terminals, including Jewel, smoke-free.

Smoking on a Layover at Changi
Every airside smoking area at Changi is inside a departure transit hall, so a connection needs no exit from the secure zone, and the areas are open at all hours. Terminals 1, 2 and 3 connect airside by the Skytrain, so if your departure terminal’s nearest spot is a long walk, the garden terraces in the next terminal are reachable too; Terminal 4 passengers use its own four areas near Gates G4 and G16, the Heritage Zone and Level 2M. If you are connecting onward to Bangkok Suvarnabhumi Airport, the airside option there is the outdoor smoking terrace at the paid Miracle Lounge near Gate D5 — Thailand banned indoor airport smoking rooms nationwide in February 2019. Travelers heading to Kuala Lumpur International Airport or Tokyo Haneda Airport can expect indoor smoking rooms after security at both destinations.
Vaping
One caution for vapers: e-cigarettes are illegal in Singapore — possession alone is an offence, customs check arriving passengers and the designated smoking areas are for cigarettes — so do not carry a vape through Changi, even in transit.
