Yes, you can smoke at Volgograd International Airport (VOG) — but only outdoors, on the forecourt (privokzalnaya ploshchad) in front of the terminal, before you pass through security. There is no indoor smoking room and no smoking area after security.

Volgograd International Airport Smoking Policy
Volgograd’s airport (officially renamed Stalingrad International Airport in 2025, IATA code VOG unchanged) has two passenger terminals — Terminal С for international flights and Terminal С2 for domestic flights. Neither has an indoor smoking room.
Smoking inside the terminals is not allowed. The airport has stated that fitting the terminal with smoking rooms is not planned, and the airside smoking rooms that once existed in the departure zone have been closed. The only place to smoke on airport grounds is outdoors on the forecourt in front of the terminal entrance, before security. There is no paid smoking lounge airside.
Volgograd is in southern Russia, and flights here are occasionally subject to short-notice airspace restrictions, so allow extra time and smoke before screening rather than counting on stepping back out.
