Vostochny (ULY) is one of two airports at Ulyanovsk. It serves cargo operations and the Aviastar aircraft plant and sees only a handful of passengers a year, so it is not a typical passenger terminal. No indoor smoking room is documented; where smoking is permitted it is outdoors. If you are flying scheduled passenger services to Ulyanovsk, you most likely depart from Baratayevka (ULV) instead.
