The Philippines keeps designated smoking areas at its major airports, putting it among the more accommodating Southeast Asian countries for smokers — alongside Indonesia and Vietnam, and ahead of Thailand, Malaysia, and Singapore, which pushed smoking outdoors. While general indoor smoking in terminal halls is prohibited, the two main international gateways — Manila Ninoy Aquino (MNL) and Mactan-Cebu (CEB) — both maintain airside smoking facilities, so a smoking-permitted layover is realistic without exiting security.
How Philippine Airport Smoking Works
Smoking is banned in the open public areas of Philippine airport terminals, but airport operators provide designated smoking areas — some airside (after security), some at curbside. Key points:

Major Airports
Manila Ninoy Aquino (MNL). The country’s primary gateway. The most reliable airside smoking option is the PUFF Lounge near Gate 9 — a paid lounge (around US$12, including a drink and snack). Some lounges also have smoking areas: Club Manila on the third level at Terminal 1 and PAGSS Lounge on the fourth level at Terminal 3. Outside security, Terminal 2 has an outdoor smoking zone across the street near the shuttle pick-up. Most other MNL lounges are non-smoking.
Mactan-Cebu (CEB). The Philippines’ second-busiest airport and the gateway to the Visayas. Both Terminal 1 and Terminal 2 have designated smoking lounges in the airside (pre-departure) areas, so you can smoke after passing security. As of 2025 there are two separate airside rooms — one for smoking and one for vaping — both clearly signed. The smoking room keeps lighters available since security takes them at the checkpoint.
Smoking Laws and the Vape Rules
Smoke-free legislation in the Philippines restricts smoking in enclosed public places, but airport terminals are permitted to operate designated smoking areas — which is why MNL and CEB keep airside smoking lounges rather than going fully outdoor-only.
Vaping is governed separately by Republic Act 11900, the Vaporized Nicotine and Non-Nicotine Products Regulation Act (2022). Vapes and heated-tobacco products are legal, and you may carry devices and e-liquids in hand luggage. However, vaping inside airport terminals is allowed only in designated vaping areas (DVAs) — Cebu CEB provides a dedicated airside vaping room separate from its smoking room. Where no separate vaping area is marked, use the designated smoking zone.
