Montenegro’s two international airports put smokers outside the terminal. Podgorica Airport (TGD), the capital’s airport, and Tivat Airport (TIV), the Adriatic coast’s airport for Kotor and Budva, list no smoking area on their pages, inside the terminal or outside it: smoke in the open air outside the terminal, away from the doors, and ask staff for the nearest spot. Neither airport lists a smoking area after security or a smoking room inside.
How Montenegro Airport Smoking Works
The Law on the Limitation of the Use of Tobacco Products (Official Gazette of Montenegro 46/2019, in force since 15 August 2019) bans smoking in enclosed work and public spaces and names airport buildings among the public spaces it covers (Articles 15 to 17). The operator of such a space may set aside a smoking room: separate, signed, ventilated, at least 10 square metres and no more than a fifth of the floor area, not a passage, with no food served (Articles 18 and 19). The law counts the use of an e-cigarette as smoking (Article 4), so the same place rules apply to vaping; it does not say whether every heated-tobacco device counts. A person who smokes where it is banned and exposes others to the smoke faces a fine of €30 to €1,000 (Article 69). The law names no outdoor airport area, so smoking outside a terminal follows the airport’s own rules. In practice:
- Podgorica (TGD): no smoking area listed on the airport’s pages, inside the terminal or outside it; smoke in the open air outside the terminal, away from the doors, and ask staff for the nearest spot
- Tivat (TIV): no smoking area listed on the airport’s pages either; smoke in the open air outside the terminal, away from the doors, and ask staff for the nearest spot
- E-cigarettes follow the smoking rules under the law; neither airport publishes a rule for them or for heated tobacco, so ask staff
- Neither airport lists a smoking room inside or a smoking area after security
Podgorica Airport (TGD)

Its VIP lounges publish no smoking room.
