Yes, you can smoke at Osaka International Airport (Itami / ITM). Osaka’s main domestic hub keeps around eleven enclosed indoor smoking rooms, with about ten of them on the 2F departure floor after security — five on the North Terminal side and five on the South Terminal side — so smokers are well covered right at the gates. There are also landside rooms by the Central Block café and on the 1F level. Itami is one integrated terminal split into a North Terminal, a Central Block of shops and restaurants, and a South Terminal.
North Terminal Airside – 2F Departure Floor
After security in the North Terminal (the ANA-side wing), the 2F departure floor has about five enclosed smoking rooms spread along the gate concourse: near Gate 15, near the escalator, around the Tabi-no-SORA shop area, just before Gate 19, and near Gate 23. If you are flying ANA, you can smoke close to almost any North Terminal gate.
South Terminal Airside – 2F Departure Floor
The South Terminal (the JAL-side wing) likewise has about five airside smoking rooms on the 2F departure floor: near Gate 6, on the way to Gate 4, near the elevator, near Gate 10, and just before Gate 11. As with the north side, the rooms are clustered along the gate concourse rather than evenly spaced, so check the nearest one as you walk to your gate.
Landside – Central Block & 1F
Before security, there is a smoking room beside the Wolfgang Puck Pizza café in the 2F Central Block — handy if you arrive early and want to smoke before checking in. On the 1F arrivals and bus-gate level, additional smoking rooms sit on both the north and south sides of the terminal, useful when you land or are catching a connecting bus.
