Yes, Mumbai Airport (BOM) has over 12 designated indoor smoking zones across Terminal 1 and Terminal 2. T1 has rooms near Gates 26-27 and Gate 1, while T2 has zones on Level 4 near Gate 68, Level 3 near Gates 42 and 47, and arrivals near Belts 1-2, 5, and 12. All rooms have wall-mounted electric lighters.
Terminal 1 (T1) — Domestic
Terminal 1 handles budget domestic carriers including IndiGo, SpiceJet, and Go First. T1 is divided into sub-terminals: T1A (arrivals), T1B (check-in), and T1C (boarding gates).
T1 Departures (Airside)
- Near boarding gates 26 and 27 (T1C): The main smoking room in Terminal 1, located in the domestic departures area after security. Enclosed room with ventilation and wall-mounted electric lighters.
- Near boarding gate 1 (T1C): A second smoking room at the opposite end of the departure concourse. Less crowded than the Gate 26-27 room during peak hours.
- Between gates 1 and 2 (T1B check-in area): Smoking zone accessible in the check-in hall before entering the security area.
T1 Departures — Additional Zones
- Between gates A6 and A7 (T1C): Enclosed smoking room with electric lighters.
- Opposite gate A3 (T1C): Another designated smoking room in the domestic departures concourse.
T1 Arrivals
- Near baggage belt 5 (T1A): Smoking area on the arrivals level, accessible after collecting your luggage.
Terminal 2 (T2) — International and Domestic
Terminal 2 is the newer, larger terminal that handles all international flights plus full-service domestic carriers like Air India, Vistara, and Akasa Air. T2 is organized across multiple levels: Level 2 (arrivals), Level 3 (domestic departures), and Level 4 (international departures).
T2 International Departures (Level 4 — Airside)
- Level 4 retail area: Smoking lounge located after immigration and duty-free shopping. This zone gets crowded during peak international departure times, particularly late-night flights to the Middle East and Southeast Asia.
- Level 4 near boarding gate 68: A second smoking room on the international departures level, positioned toward the south-west pier. Generally less crowded than the retail area lounge.
T2 Domestic Departures (Level 3 — Airside)
- Level 3 retail area: Smoking room in the domestic departures section after security. Kept very clean with regular maintenance.
- Level 3 near boarding gate 42: Designated smoking room in the mid-section of the domestic concourse.

T2 Arrivals (Level 2)
- Level 2 between baggage belts 1 and 2: Smoking area accessible immediately after clearing customs or exiting the arrivals hall.
- Level 2 near baggage belt 5: A second smoking zone on the arrivals level.
- Level 2 near baggage belt 12: Third smoking area at the far end of the T2 arrivals hall.
2026 Update: Terminal 1 Redevelopment and Navi Mumbai Airport (NMIA)
Terminal 1 redevelopment (FY26-2029): Following an IIT Bombay safety audit that flagged corrosion, seepage, and structural cracks, AERA has ordered T1’s demolition and rebuild. Partial closure begins in Q3 FY26 (Oct 2025-Mar 2026), with the new T1 expected to open between 2028 and 2029 with a 20-million-passenger annual capacity (a 42 percent increase). During the closure, a portion of T1 traffic — primarily IndiGo and Air India domestic operations — is being redirected to T2 and the new Navi Mumbai International Airport (NMIA). Smoking zones inside T1 may shift or be removed as construction progresses; check signage or ask at the airline ground-staff desk before relying on a specific T1 location during the closure window.
Navi Mumbai International Airport (NMIA) — IATA: NMI: The new Adani-Group-developed airport at Ulwe (about 35 km from BOM) started commercial operations on December 25, 2025. As of April 2026, NMIA handles ~22,000 daily passengers across roughly 160 daily movements, scaling toward 78 daily departures and 46 domestic destinations through the summer 2026 schedule. International operations were originally targeted for March 29, 2026, but were postponed due to the West Asia conflict; CIDCO now expects ~35 daily international flights from May 2026, with a 50,000 daily-passenger target by December 2026. Smoking facilities at NMIA Phase 1 are being rolled out — confirm current zones at the airport information desk on arrival, since the layout is still maturing. Travelers booking flights from “Mumbai” should now check carefully whether the airport code is BOM or NMI. See our dedicated Navi Mumbai International Airport (NMI) smoking guide for current details.
Mumbai Airport Smoking Policy
India’s Cigarettes and Other Tobacco Products Act (COTPA) permits designated smoking zones in airports. All smoking rooms at Mumbai Airport are enclosed indoor rooms with ventilation systems and wall-mounted electric lighters. Smoking anywhere outside these designated zones is prohibited and carries a fine of INR 200 under COTPA. Maharashtra state has not increased this base penalty.
Personal lighters and matchboxes are confiscated at the security checkpoint. The electric lighters inside each smoking room are the only way to light a cigarette after clearing security. E-cigarettes and all vaping devices are completely banned in India under the Prohibition of Electronic Cigarettes Act (PECA) 2019. The Union Health Ministry clarified in 2023 that PECA also covers personal possession (not just commercial activity), so even carrying a single device is illegal. First offences carry up to 1 year imprisonment plus a fine up to ₹1 lakh; repeat offences can attract up to 3 years and ₹5 lakh.
