Haikou is the laid-back capital of Hainan Island, China’s tropical free trade port where duty-free shopping rivals Hong Kong and the palm-lined coastline stretches for miles. Meilan International Airport is the gateway to all of it — a Hainan Airlines hub handling massive domestic traffic plus growing international routes. For smokers, the tropical climate is actually a silver lining here. Since every Chinese airport restricted smoking to outdoor areas in 2016, at least in Haikou you will not be freezing while you do it.

Terminal Smoking Zones

HAK operates two terminals. Terminal 1 handles domestic and some regional flights and has been around for years. Terminal 2 opened in 2021 as a modern expansion handling international flights and additional domestic capacity.

Neither terminal has any indoor smoking facility whatsoever. No rooms, no cabins, no ventilated corners. Once you pass through security at either terminal, you are in a completely smoke-free zone until you land at your destination or exit the building.

Terminal 1: The outdoor smoking zone is located to the left as you exit through the main departure-level doors. It is a small marked area along the sidewalk before the taxi pickup lane. Not glamorous, but functional.

Terminal 2: The newer terminal has its designated outdoor zone along the curbside area near the departure drop-off. Step outside the main entrance and bear right — you will see the signage. The area is more spacious than T1’s spot, consistent with T2’s larger overall footprint.

Before Security / Landside

Both terminals have their smoking zones on the landside only, meaning before you enter the security screening area. If you have already cleared security and realize you need a cigarette, you will have to exit the terminal, smoke, and re-screen. Haikou’s security lines are typically shorter than at Beijing or Shanghai, so the round trip is usually 15-25 minutes outside of Chinese New Year travel rush.

After landing, step outside the arrivals hall at either terminal and you can smoke immediately in the outdoor area near the exit doors.

Smoking Regulations in China

Every airport across mainland China has prohibited indoor smoking since 2016 under national tobacco control rules. Haikou follows these regulations without exception. Fines for smoking inside the terminal can reach ¥2,000. Vaping devices and heated tobacco products such as IQOS are treated identically to conventional cigarettes — outdoor designated areas only. Hainan province has its own additional public health ordinances that reinforce the national ban.
