Yes, you can smoke at Fortaleza–Pinto Martins International Airport (FOR) — outdoors, landside, outside the terminal. Brazilian federal law (Lei 12.546/2011) bans smoking in enclosed public spaces, so FOR’s terminal interior is smoke-free; the open-air ground outside it is not covered by that ban.
Pinto Martins is the main airport for Fortaleza and the state of Ceará, about 6 km south of downtown. Fraport Brasil has operated it since 2017; one integrated terminal handles both domestic and international flights, and it carries just over 6 million passengers a year.
