## How Bosnia and Herzegovina airport smoking works

Sarajevo Airport sits in the Federation of Bosnia and Herzegovina, whose Law on the Control and Restricted Use of Tobacco, Tobacco Products and Other Smoking Products (Zakon o kontroli i ograničenoj upotrebi duhana, duhanskih i ostalih proizvoda za pušenje, Službene novine FBiH 38/22) came into force on 28 May 2022 and has applied since 28 May 2023\. Article 5 bans smoking in every enclosed public place, workplace and public transport, buildings used for public transport with their waiting rooms, corridors and toilets included; article 7 lets an airport allow smoking in a special smoking room, on the decision of the airport’s director, if the room is physically separated, ventilated, keeps non-smokers protected and serves no food. The ordinance on smoking rooms (Pravilnik o uvjetima za prostore za pušenje, Službene novine FBiH 41/24, in force 13 June 2024\) sets the conditions for an airport room: 10 to 50 m², no more than a fifth of the public space in total, no passage to other rooms, no food, closed walls and ceiling with a self-closing door, signs at the door, a ventilation system separate from the building’s with at least 5 Pa negative pressure and a display of it, at least 30 litres of fresh air a second per person at 0.7 persons per square metre, and a warning that switches on when the ventilation fails. Airports had six months from the ordinance to comply, to 13 December 2024, the day Sarajevo Airport banned tobacco use in its enclosed spaces and named its outdoor locations; the fines tied to the ordinance have been collectable since 13 June 2025\. A person who smokes where article 5 bans it is fined 100 BAM; a legal person that fails to ban it 2,000 to 5,000 BAM and its responsible person 300 to 1,000 BAM; the person in charge of premises who does not warn the smoker and refuse service 500 to 2,500 BAM.

The law does not ban smoking in ordinary open-air public places, and the airport names the open-air locations in front of its terminal where it allows tobacco use. The law applies to e-cigarettes and states no separate rule for their use in enclosed places, and the airport publishes none, so ask staff before vaping. Heated tobacco used without combustion counts as a smokeless tobacco product, which the Federal Ministry of Health says the smoking ban does not cover; the airport’s IQOS Lounge beside the duty-free shop (10:00 to 20:00 daily) is for adult heated-tobacco users, and the airport does not say that cigarettes or e-cigarettes may be used in it.
